City Seeking Public Input to Inform New Smart Parking and Mobility Plan

The City of Dubuque is seeking public input on ways to improve parking and mobility in downtown Dubuque.

The information gathered will inform Move DBQ, a new smart parking and mobility plan that will shape transportation systems in Dubuque for the next 10 to 15 years.The Move DBQ planning team, led by Walker Parking and City staff, is conducting a detailed assessment of the City's on- and off-street parking systems including how parking ramps are managed, how meter systems work, financial metrics, and parking utilization to ensure that the supply and demand are in balance. Technology that can be used to improve the parking experience, such as wayfinding, meter and gating systems, and payment options, are being explored. “We know businesses and residents rely on having access to parking and it is essential to a vibrant, economically strong downtown,” said City of Dubuque Transportation Services Manager Ryan Knuckey. “Several ramps and parking meters are aging and equipped with outdated technology, some of which is no longer supported. These systems are not efficient or sustainable. The Move DBQ plan will provide recommendations for parking and mobility solutions that will improve access, efficiency, and overall user experience.” The project will also include a high-level assessment of Dubuque’s current transportation offerings and identify opportunities to advance the mobility network. This data will help create a more connected community for those people who rely on and use alternative modes of transportation such as walking, biking, and public transit. “Not all residents drive – some use public transit, some walk or ride their bicycle, and it’s essential to connect people to the places they need to go to carry out the activities of their daily lives,” said Knuckey. The City is encouraging residents and businesses to provide their input. Options include a short survey, interactive map, and online comment box. In addition, the Move DBQ planning team will be at the Millwork Night Market on Thursday, Oct. 13. As a follow-up to the Sustainable Dubuque Complete Streets Community Bike Ride held in September, the City is hosting a longer, more comprehensive opportunity for cyclists to share information about their personal experiences while biking on existing off-street and on-street trails in Dubuque on Friday, Oct. 14. The 22-mile community bike ride is comprised of three segments approximately 6 – 7 miles each. The ride will begin at noon at the 12th St. and Elm St. parking lot. Segment 2 will begin at approximately 1:15 p.m. at Veterans Memorial Plaza at Chaplain Schmitt Island and Segment 3 will begin at approximately 2:30 p.m. at the Bee Branch Creek Greenway 24th St. Overlook.The public is invited to participate in any or all of the segments of the ride. It is expected to conclude back at the 12th St. and Elm St. parking lot around 4 p.m. Discussion topics will include trail routes, conditions, accessibility, connectivity, and safety. Registration is encouraged, but not required.
