CITY OF DUBUQUE: Sainci Named Director of Office of Shared Prosperity and Neighborhood Support

City of Dubuque issued the following announcement.

City Manager Mike Van Milligen has appointed Anderson Sainci as the director of the City’s new Office of Shared Prosperity and Neighborhood Support. Sainci currently serves as the City’s resource management coordinator and supervisor.

Dubuque City Manager Mike Van Milligen has appointed Anderson Sainci as the director of the City’s new Office of Shared Prosperity and Neighborhood Support.  Sainci currently serves as the City’s resource management coordinator and supervisor and will begin the new position on Aug. 22. 

“The implementation of the Equitable Poverty Prevention and Reduction Plan, a City Council priority, is critical to the future success of our community and Anderson Sainci has the skills and abilities to work with community partners to successfully implement that plan,” said Van Milligen. 

The Office of Shared Prosperity and Neighborhood Support is being developed to strategize, manage, coordinate, and implement the Dubuque Community Equitable Poverty Reduction and Prevention Plan program and collaborate with neighborhood associations in the performance of professional and technical community and neighborhood development work.   

As the office’s director, Sainci will plan, direct, and coordinate all the activities of the Office of Shared Prosperity; oversee the program’s budget and policies regarding participant involvement, program requirements, and benefits; direct and guide others involved in program implementation; and perform other duties as assigned. 

Sainci has served as the City’s resource management coordinator and supervisor in the public works department since January of 2015.  In that role, he has managed the City’s curbside collection program, including solid waste, recycling, yard debris, food scraps, and more.  He also developed strategies to recruit personnel and created and implemented a division-wide process to improve efficiency.  Additionally, he was a leader in the City’s program to improve outcomes for young men and boys of color through collective impact.  Sainci also led the development and implementation of diversity, equity, and inclusion initiatives with other City departments and community partners. 

Prior to his role as resource management coordinator and supervisor, Sainci interned in multiple City departments, including the public works department, economic development department, information services department, and city manager’s office.  

Sainci has been a member of the Dubuque Community School Board since 2017 and was appointed by Governor Kim Reyolds to the Iowa Commission on Volunteer Service.  He has served on the board of directors for Every Child/Every Promise, Dubuque Black Men Coalition, Dubuque Dream Center, St. Mark Youth Enrichment, Radius Church, Steeple Square, and the Iowa Recycling Association.  Additional volunteer activities include facilitating Dubuque’s annual Back to School Bash to provide school supplies to students and the My Brother’s Keeper and the Road to Success to for Teens initiatives. Sainci holds a master’s degree in communications and bachelor’s degree in business administration, both from the University of Dubuque.
