City of Dubuque issued the following announcement on Aug. 17.
Dubuque's Southwest Arterial (U.S. Highway 52) Open
On behalf of the Iowa Department of Transportation, City of Dubuque, Dubuque County, and all other project partners, it is our pleasure to announce the opening of the Southwest Arterial (U.S. Highway 52)!
After more than 30 years in the making, the 6.1 mile 4-lane highway officially opened today between U.S. 20 and U.S. 61-151. The middle interchange, which connects to both North Cascade Road and English Mill Road, will remain closed while work to complete that phase of the project continues.
The City of Dubuque and Iowa DOT officials were hoping to open the middle interchange at the same time; however, the severe storm that impacted much of Iowa last week has delayed the completion of roadway lighting for the middle interchange while the electrical crews work to restore power to those communities effected across the state.
