A new city ordinance was adopted in Dubuque that will require people within the city to wear a face covering.
Dubuque County and the City of Dubuque have both been classified as COVID-19 "red zones," which led the city council to pass the ordinance, CBS 2 reported. The White House Coronavirus Task Force recommends all red zones to “ensure that all business retailers and personal services require masks and can safely social distance," and for the public to “wear a mask at all times outside the home and maintain physical distance.”
The ordinance will require everyone in city limits three years or older to wear a face covering.
Face coverings are required when: Social distancing isn't possible, inside public buildings such as grocery stores or retail stores and using public transportation.
Face coverings don't have to be worn outside if the person keeps six feet distanced from others at all times, CBS 2 reported. They also do not have to be worn temporarily if the person is receiving a service that needs the covering off.
The ordinance exempts people two years old or younger from wearing a mask, those who have trouble breathing, those told by a health professional not to wear a mask and active members of public safety such as police officers or firefighters.
