The Jo Daviess County Health Department is discussing opening parts of the tri-state area.

Tourism is a big part of the economy in this area, and officials are seeing how they can safely reopen parts of it to allow for increased revenue.

Business owners, such as Sean Carter, co-owner of Fever River Outfitters in Galena, are hopeful about the change.

"We are trying to cut on spending wherever we can and pick up extra jobs to try and pay bills and keep the business going," he said, according to KCRG.

His company rents electric bikes and kayaks to visitors.

Restaurant owners are also reliant on out-of-state patronage. Dubuque restaurant manager, Tim Conklin, works for Inspire Cafe.

"We have always dealt with people coming from Wisconsin and Illinois," he said to KCRG. "I would imagine they are a good 30 to 40% of my business on a normal day anyway."

He said that even if other states open before Iowa, he can rely on his loyal customer base.
